牛津9的翻译，如图，all over不是在全球吗？
怎么就是“向”全球了？不是“在”全世界吗？

我并不觉得你这样揶揄他又比他强了多少。
到处的意译吧，因动词而取最适合的翻译。
all over
- 到处；遍及：
◇ That old sailor has faced the world and braved the storm, he has ever been to every large city and port all over the world. 那位老海员经过风雨，见过世面，他到过遍及全世界的每个大城市和大港口。
另一个例句：
The radio trumpeted the news all over the world.
无线电把这消息向全世界宣布。

我觉得应该是这样的, 那几个词典的翻译显然是不靠谱的

这个收音机(用喇叭)广播全世界的新闻
Satellites route data all over the globe.
卫星路由全球的数据
把the radio强行翻译成无线电, 因为只有无线电才能向全世界发送. 收音机/无线电广播顶多几百米
路由routing除了转发FORWARD还有其他功能

Pinging random spots all over the globe. 向全球的随机地点发信息包.
加了“向”是不是语句顺通很多？
还有这个：
Preventing Al-Qaida, the Taliban and their associates from acquiring arms will require States to curb the flow of arms to all non-State actors and their associates all over the globe .
要防止基地组织、塔利班以及有关个人获得武器，就需要各国禁止武器流向全球所有非国家行为者及其有关个人。
和动词结合，翻译成“流向全球”。
还有个很好的例子，调整了翻译的语序：
Strong horizontal winds, e.g. jet streams,19 can quickly transport and spread these trace gases horizontally all over the globe, far from their original sources (though vertical transport is very slow).

这个句子其实蛮有意思，也说说我的看法吧。
一些简单的句子细究起来一点也不简单。
首先，官方翻译确实是有些瑕疵的。
炊爱牛兄讨论的是牛津高阶里面的例子，我们就限定在牛津高阶来讨论吧。
查牛津高阶，all over有两个词性，一个是做形容词，一次是作副词，这一点很重要。
窃以为，在这个句子里，all over是做形容词修饰 the globe的，all over the globe又是整体做后置定语修饰名词data的。卫星本身并不产生数据（不是数据源），其功能只是把世界各地的数据进行routing，所以我可能会把这个句子翻译如下:
（1）照顾英文句序的较为生硬的译法：
卫星转发世界各地的数据。
（2）不那么生硬的翻译：
世界各地的数据通过卫星进行转发。
p.s. 为什么不考虑all over the globe做route或者说整个句子的状语？一般的通信卫星都是地球同步轨道卫星，不应该神出鬼没的绕着地球在高空到处乱跑。
当然，在jiangws兄、ftw兄举出的下面这个例子中
The radio trumpeted the news all over the world.
这个收音机(用喇叭)广播全世界的新闻
all over the world是修饰谓语的状语，就是炊爱牛兄理解的“向全世界”，所以翻译为
向全世界广播新闻（而不是广播全世界的新闻）
就比较好了。

all over 三种常见用法
① “完毕；全部结束”，副词短语，常作表语：The meeting had been all over when she got there. 当她到达那里时，会议已经结束了。
② “到处；各处”，介词短语，常与world, place等地点名词连用，作状语：As a famous tourist, she has traveled all over the world. 作为一个著名的旅行家，她已经走遍了全世界。
③ “混身；全身”，副词短语，常作状语：She is shivering all over. 她全身都在颤抖。
按英语的逻辑，这句话的意思可以有三种
- 卫星在全球各地传递信息（“all over…”作状语）
- 卫星向全球各地传递信息（“all over…”作补语）
- 卫星传递全球各地的信息（“all over…”作定语）
这是固有的句法歧义，看语境和生活常识吧

这个正确吗？众所周知，只有all-over或allover才可以作形容词（all-over形容词-牛津双解，allover形容词-韦氏高阶，all-over也作allover形容词-AHD等词典，且形容词通常直接置于名词等之前，即便按您说的all over是形容词（sic），它能置于the globe之前修饰the globe吗？），由此可见，您的“窃以为”是不是看走眼了（注：没有使用misleading“误导性的”一词），不对吧？all over (不是形容词all-over或allover) 是副词短语/介词短语，其正确的用法应该是16楼的“all over 三种常见用法”吧？共同学习，共同进步！
