这是科学语言，所以很难懂，英文很好的文科生未必能理解。
我不敢说我懂了(我是中文系的)，尝试去理解学习而已。

个人觉得类似于“相对于”的含义，就当作搭配词组来看即可。这里如果用更常见的搭配of，则从属的意味过于浓厚，因而作者选择了to（可能借鉴variation to这种搭配）。
我对语法没有深入研究，个人觉得如果不是出于研究目的，没必要过分的“寻章摘句”。毕竟语言是拿来用的，而实际使用中的语言其实没语法书和词典上那些“金科玉律”死板。
听说叶永昌先生《英语阅读参考手册》对这类介词副词介绍地很详细。

没有具体语境不好说，具体要看to后加的是名词还是动词。如果是名词就是一个意思，可以翻译成“对于……”“对……而言”等等，如果是动词就是不定式符号。在你给的语境中：
Since the techniques used to acomplish repair in any one language or variety appear to be invariant to the kind of problem or error that requires it, one practical consequence is the importance of establishing shared repair techniques.
试着翻译一下：
既然在任一语言或变体中的修复技术似乎对于某种问题或错误而言是一成不变的，那么建立共享修复技术就是十分重要的。
这里to the kind of problem是介词短语，to与be invariant 不是固定搭配。
句子主干是Since the techniques appear to be invariant, one consequence is the importance.
