我怎么觉得这个open应该是接前面的 be expected to use … and open, 不应该加ing吧？
he is expected to do sth and (he is) opening sth. opening前为了避免重复省略了主语和助动词，保留有效的部分已达到句式简洁的作用。
那也应该是 He is expected to open 比 He is opening 在逻辑表达上更合理啊
