I’ve just read an example sentence from ODE living which is
‘No person shall launch or beach a boat or weigh anchor or cast off when the Department has by posting an order prohibiting the same.’
In which the expression ‘has by posting’ is quite confusing. How can the seeming auxiliary ‘has’ be followed by the word ‘by’ and a present participle ‘posting’? Could anyone help me with my confusion?
Cal. Code Regs. Tit. 14, § 4657 - Launching Areas
No person shall launch or beach a boat or weigh anchor or cast off when the Department has by posting an order prohibiting the same. Such orders shall prescribe the time and area in which effective.
这句子有语病,prohibiting 应改成 prohibited,下面是别州的相似条文:
N.J. Admin. Code § 7:2-8.1 - Launching of boats
(a) The launching of boats, canoes and other vessels is allowed at designated areas subject to posted conditions and the payment of a launching fee where required pursuant to 7:2-17.1(g).
(b) A person shall not launch or beach a boat, canoe or other vessel or weigh anchor or cast off when the Superintendent or designee has, by posting or verbal direction, prohibited the same.
