Otherwise的理解

这句话网上对otherwise的分析都是,用的它"本来是这样,因为前面的原因不行"那种感觉的意思,乍一看好像没问题,这句话就表达这个间谍因为犯的错太多,他的行为难以预测以致于很多本该被抓的马脚都被掩盖,这种感觉,但我仔细一想,如果是这样,otherwise根本不需要不是吗?

这样就够了,加上otherwise,反而就像是说他本该被抓,但这些pattern让他不被抓,而这pattern却被obscure了?这样理解起来反而就很怪
私以为这里的otherwise应该是,“换句话说”,就像
I can’t meet you on Tuesday - I’m otherwise engaged/occupied
里的otherwise那种感觉的?其实我就不太理解这种情况的otherwise是为了表达什么加上去的,希望有大佬能解惑
